Joseph Phillips was born in 1816, the son of John Phillips 1782-1852 of Warslow in Staffordshire and his wife née Jane Berrisford 1789-1860. He was baptised at Warslow on 11 February 1816.
When the 1851 Census was taken he was employed as a lead miner, but in 1861 he was a stone mason's labourer.
In 1881 he was recorded as being an agricultural labourer living with his widowed sister Eleanor Sutton in Warslow. When the 1891 Census was taken he was a labourer in a lead mine and living as a pauper inmate in the Workhouse at Leek in Staffordshire.
He was unmarried, and died at Leek in 1893.
