Josiah Phillips was born in 1820 at Warslow in Staffordshire, the son of Ralph Phillips 1780-1859 and his wife née Eunice Nadin born in 1785. He was the twin of his brother Abraham Phillips, and was baptised at Warslow on 24 July 1820.
He married Mary Dale in 1848 at Cheadle in Staffordshire. She was born in 1817 at Chell in Staffordshire.
They had a daughter Eunice Phillips born in 1850.
When the 1851 Census was taken they were living at Chell Street, Hanley in Staffordshire, but by 1861 they had moved to Brook House Lane in Bucknall near Stoke-upon-Trent in Staffordshire.
Josiah Phillips was an outdoor labourer, and died in 1870 aged 51 years.
